I agree with Amatuka, は is somehow an emphasis of the topic of sentence.

ex3812, is interpreted as について　＋　はなしてください

ex3819, i think 「危険はたとえあるとしても少ない」 would be natural. Otherwise, 「危険はほとんどない。」
