「ばかりでなく」の硬い表現。そして、「程度が大きい」ということを強調する。
It's a stronger version of ばかりでなく and is a strong way to indicate the level is high.

I was investigating the use on this bakari ka
it seems it has 2 meanings
1) A+B(AだけでなくBも)
2)A

To Leslie : I think that にも or も are not always followed when the latter one is shortened like the example below or ex3241.
彼は、よく食べるばかりか、すごくおしゃべりだ。
すごくおしゃべりでもある。
ex#3241 …間違いもたくさんある is also ok.

Ex #7213 could be translate as: "Not only in soccer, but he is also good at swimming and dance"? Sorry for my poor English.

The difference between ばかりか and だけでなくseems to be that ばかりか is not used in sentences expressing wish, desire, an order or command. So like 寿司ばかりか、肉も食べたい。 would be incorrect, as it expresses desire.

In addition, ばかりでなく can be used to express a command or desire, while ばかりか is not. お菓子ばかりでなく、ご飯もちゃんと食べなさい。
